The comic and card periodical inserted cards into their magazine to highlight various independent comic book titles. Some have a variant version, replacing silver ink with gold ink and are slabbed and sealed with a sticker of authenticity. Presumably the gold variants were sent to retailers who ordered a certain quantity of copies of the book the silver version contained.
