This set was issued together in a cello-pack and given out by sales representatives with the purchase of the Encyclopedia Brittanica. The original release had 40 cards, and in 1993 they added the 41st card of Bill Clinton into the set. The other 40 were reprinted and re-issued with the new card, the only one dated 1993.
Under the listing "President's Club Collectors Series" there are a couple of additional cards with the exact same design and images.
