Panini took base cards from their retail set and stamped them with silver foil saying "2013 National" on front, as well as having a sequential number on back out of 5, giving them out as promotional cards at the 2013 National Sports Collectors Convention.
The whole base set was reported to have been issued in this way but listed here is what I've seen for non-sports cards.
