75 cards from the retail base set (which consists of 250 cards) were printed with "The National, Anaheim 1991" across the backs. These were issued in 14-card foil packs with no indication of being a promotional, but the box they were contained in was marked "promotional". The packs were reportedly given to VIP attendees at the 1991 National Sports Collectors Convention.
